The President of the Republic, Sergio Mattarella, sent a message to the Prefects of Italy, asking them to convey his thoughts during the initiatives promoted at local level to celebrate Republic Day on 2 June:
On Republic Day, I would like you to convey, on my behalf, a grateful greeting to all those who perform public functions at the service of communities, and who are called on to convert the choice of a Republic into the daily exercise of constitutional principles and values.
In the different local contexts, Prefects are strongly committed to guaranteeing social and institutional cohesion and the security of citizens.
The protection and good performance of local administrations, guarding against criminal interference, is the guarantee of democratic dialectic against possible attempts to intimidate or influence.
The principles of equality and equal opportunity must be reaffirmed against all forms of discrimination and in upholding the rights of women, minors and disadvantaged people.
The intolerable scourge of femicides, gender violence and bullyism can be fought not only through the prevention instruments provided for by law but also through education and awareness raising initiatives which can benefit from the coordination between different institutions and administrations.
The seismic events that have struck Central Italy, made worse by the exceptionally adverse atmospheric conditions that hammered the local populations, have wounded the Country at its heart, urging us to preserve the structure of our territories and to keep alert and efficient our civil protection system, which thrives on the synergic commitment of a multitude of components, both public and private.
The arduous management of the earthquake emergency highlighted the need that cooperation between the different levels of government always be active and cohesive, and the same spirit must accompany the actions aimed at reconstructing those areas: a national priority that cannot be demeaned.
In rescuing and harbouring migrants, as well as in the complex and essential integration processes, Prefects do their best to favour dialogue with local communities by listening to everybody's opinions in order to promote the conditions for a happy and law-abiding coexistence, respectful of human dignity.
The benefit of security, which is sometimes seen to be threatened, applies to everybody and we all have the duty to contribute to assuring it through law-abiding behaviours performed in the interest of all. The activities to combat criminal phenomena carried out by the Judiciary and the Police Forces must be supported, together with the Mayors, by a network of initiatives capable of making places liveable and of removing the factors of distress and social exclusion that may favour the spread of lawlessness.
The citizens' peace of mind is enhanced by their awareness of the great effort made by the State apparatus to fight terrorism and to assure the security of public places, also through coordinated prevention and intelligence activities.
The fight against organised crime, corruption and lawlessness, in which Prefects intervene with the most advanced administrative prevention instruments, requires a staunch ethical and cultural commitment to combat the elusion of rules and the logic of membership.
The actions aimed at defending the lawfulness of business activities shall also help strengthen the will of those entrepreneurs who, refusing to give up the idea of building their future in Italy, contribute to the Country's economic recovery and job creation.
